In 1991, Rotunda became Irwin R. Schyster (I.R.S.). Irwin R Schyster was a heel "tax-man" gimmick (he was portrayed as a former IRS tax collector from Washington, D.C.) who harassed all of the faces and fans, urging them to pay their taxes.
The technically proficient IRS was as adept with tax laws as he was with ring rules. These skills would help the government agent make an early impact in WWE when he reached the finals of the King of the Ring in 1991.
