James Earl Carter Sr. (September 12, 1894 – July 22, 1953) was an American politician and businessman who represented Sumter County in the Georgia House of Representatives from January 1953 until his death in July that same year.

A member of the Democratic Party, Carter was the 76th governor of Georgia from 1971 to 1975, and a Georgia state senator from 1963 to 1967.
