Nato a Tampere il 27 novembre 1870, si laureò in diritto nel 1901; senatore e capo del dicastero delle Finanze nel 1908-09, poi presidente della Banca nazionale. Nel 1918 fu capo del governo, poi ministro di Finlandia a Stoccolma dal 1936 al 1940, e a Mosca per il periodo 1940-41.
