The Nazis believed that the Order Police would be useful for occupation duties and future military campaigns. Thus, Chief of the Order Police Kurt Daluege decided to create more units. This was especially notable because it meant these young men could not be recruited for military service. Daluege created a 95,000-man Order Police Reserve.
