Hoskins' Noriega is vain, maniacal and in way over his head, so naturally, he decides to openly challenge the most powerful nation on earth, and suffers the consequences. Includes a bizarre scene of Lt. Col. Oliver North interpreting scriptures. Weird all the way around, and certainly worth a look.
