The best he could hope for would be to take McCoy to Vulcan to have Spock's katra extracted, so the Vulcans could do what ever they do with katras. But at the time he made the decision, he had 0 knowledge or inkling that Spock's body was alive, or even intact, on Genesis, much less that the katra could be transferred back to it.
