It shows one of the U.S. Navy's submarine rescue vehicles, called Avalon, attached to the USS Billfish during a training exercise in 1992, according to the U.S. Naval Undersea Museum. The museum posted the same image on social media on May 1, 2022, and again May 1, 2023.
