Calls to 070 and 076 numbers are often charged at a much higher rate than the similar-looking 07xxx mobile telephone numbers and often they are not included in "inclusive minutes" in phone contracts. From 1 October 2019, Ofcom has capped the termination or wholesale rate for calls to 070 numbers to be at the same level as for calls to mobile numbers.
Below the level of the major telecommunications towers, mobile phone operators run roughly 23,000 base stations. In urban areas, these are almost all rooftop sites or microcells, but in rural areas these are often on towers, frequently owned by BT or Arqiva.
