In 1859, during the Second Italian War of Independence, much of the Papal States had been conquered by the Kingdom of Sardinia under Victor Emmanuel II. The next year, Giuseppe Garibaldi 's Expedition of the Thousand resulted in the annexation of the Kingdom of the Two Sicilies by Sardinia, leading to the proclamation of the Kingdom of Italy on 17 March 1861. King Victor Emmanuel III established the Commemorative Medal for Military Operations in East Africa with Royal Decree No. 1150 of 27 April 1936. Originally, recipients were permitted to affix a Roman gladius to the ribbon, but Royal Decree Number 1584 of 23 July 1936 [2] rescinded the eligibility of recipients who served in non-combat roles to display the gladius .

Victor Emmanuel II (Vittorio Emanuele Maria Alberto Eugenio Ferdinando Tommaso; 14 March 1820 – 9 January 1878) was king of Sardinia from 1849 until 17 March 1861. On that date, he took the title King of Italy to become the first king of a united Italy since the 6th century.
