During the Wuchang Uprising, the military units of Wuchang wanted the nine-star flag with Taijitu. Others in competition included Lu Haodong's Blue Sky with a White Sun flag.

It was originally the building of the Consultative Bureau in Hubei Province built in 1909 during the Xuantong reign of the Qing Dynasty (1644-1911).
