The Treaty of Lisbon formally recognises the European Council as an EU institution, responsible for providing the Union with the ‘impetus necessary for its development’ and for defining its ‘general political directions and priorities’. The European Council has no legislative functions.

The Treaty of Lisbon does not create state-like Union symbols like a flag or an anthem. Although the new text is, hence, no longer a constitutional treaty by name, it preserves most of the substantial achievements. No additional exclusive competences are transferred to the Union by the Treaty of Lisbon.
