Josep Borrell Fontelles (Western Catalan: [ʒuˈzɛb boˈreʎ fonˈteʎes]; born 24 April 1947) is a Spanish politician serving as High Representative of the Union for Foreign Affairs and Security Policy since 1 December 2019.
